In 1994, Richard Flowers killed Mary Garcia in her Tulare home. After he killed her, he stole her jewelry and car – selling car parts to buy cocaine. He was sentenced to life in prison in 1996.

This year, Gov. Gavin Newsom granted him clemency, allowing him to petition for parole.
